Bing Web Search API / Google Search API application build

Hi - PLEASE READ BEFORE APPLYING, ITS VERY IMPORTANT YOU UNDERSTAND THE SPECIFICATION :) I am looking for an developer who has knowledge of using Bing Search API and/or Google Search API to help me build an application/tool that can help me scrap as many of the URLs from the below search queries. Ideally, I want to use Bing as it is more flexible, and cheaper. I have lots of search query optimization ideas, additional keywords which are location/niche/industry specific. Also, running the query once, and then using the "-DOMAINNAME" feature in the query to remove the first few hundred returned results and then re-running the query to get more results from the same query. Bing and Google Search APIs have a 500 result limit, so we need to be smart to get the most possible results from each query. The results will need to be fed into a Google Sheet/CSV file. They will also need to be de-duplicated to ensure we are creating a unique list. We will need to discuss the task in lots of detail to ensure you have the skills, and to ensure we all understand what we are trying to achieve.
