Modification to Wordpress Blog Theme and HTML page layout

Hello all, I have a wordpress theme template that needs some modification. I have all of the original source theme and an example of the changes that are needed. The design changes needed to the existing blog theme are minimal. In addition to some slight changes to the design theme, I also need the integration of a JavaScript drop-down horizontal menu bar. I have already created the menu bar, but it needs to be integrated into the design. I will also need this general layout design as a separate HTML file. The HTML page is pretty much the same as the design layout for the blog.
