Expert Magento to optimize new store

I have started the project with a freelancer but he is not serious and he did a very poor job and didn't finished it.
Generally my large concern is that the website looks very poor, I need a motivated expert magento and skilled in design and css to lift the website to be look the best he can look and optimize everything possible.
I need to do the following:
- Edit the header to a professional design look with ajax menus currency, search ajax, he did a very poor job.
- Edit Footer to be with a better look, edit texts, logos, address, show serious and let customers feel confidence.
- Edit background to a better looking one.
- FAQ Tab in products page, every category need to have its own unique faq, meaning that software products will have software faq, and camera products will have camera faq.
- Create a new logo, this one is very poor.
- Edit Widgets "Customer Support" and "Money Back Guarantee" with images and better felling.
- Edit the FireOneCheckout and add SSL icons and let customer feel more confident.
- From Admin Panel, we have plugin "SerialCodes" that needs to be configured to send serials automatically after purchase.
- Optimize In-Page SEO
- We have other things that we will discuss about.
The work will be made side-by-side on skype and I will work with you
regarding each point.
I need an expert in those requierments and I need a moitvated worker with an open mind to help me optimize and lift the website and let it be in the air at the best way possible.
