Website Creation - Social Network theme (has example website to reference)

Need a person/team capable of creating a website similar to www.helium.com. Not copying that website's theme or objective, but to have a website with similar interface and format or bells & whistles to collect user generated information for other purposes. I want to keep the website as simple yet appealing & attractive with a WEB 2.0 feel & look. Hopefully the person has knowledge of SEO to help link website to generate suitable ad revenue or sponsors. Maybe legal advice regarding requirements in the website or point us to the right source. For details about the theme, we can discuss later because it's not relevant to the creation of this website. If the person/team resides in Michigan (Between Kalamazoo, GR, Detroit area)or Chicago area that would be perfect, but not necessary. Not sure about my budget, first time here, so I will just go with the lowest available choice and see how things work out. Prefers the bid to be project based rather than hour rate due to bad experience with the latter. Payment is 50% upon draft completion(hopefully it's within 2 weeks from acceptance of project) and balance upon full project completion(once website can go live - no more than 2 weeks after draft) NOTE: Looking for a long term business partner that is interested in investing his/her skill for a piece of the action/business on top of whatever the project cost (to be frank, my IT/Web budget is not high at this point, considering this is just a try out).
