Create a one-page barebones website/template

Deadline: ASAP (tonight if possible). I have overbooked myself and need someone to code me a page similar to the homepage of [login to view URL] (not including the hero image, but scroll down and youll see the jumbotron and tiled media below that). Basic menu bar and hover effects as well.
Placeholder images are fine, I have all the media - I just need someone to slap together the code so I can fill in the rest. I primarily use Dreamweaver so straight HTML or PHP files are preferred.
