need a simple demo web page tweaked

In Chrome, at 1920x1080px, this demo page looks fine.
The top frame does not resize as intended when the browser is resized, and in IE, it is off by a few pixels. I need this to resize perfectly, and also look fine in IE.
I have attached the base files for reference.
I am open to redoing it as css using div tags or whatever works.
I did this myself in 15 minutes - just needs a few tweaks to the existing code. It really should not take anyone who knows what they are doing more than an hour. It is a simple 3-image page, with the top and left static, and the body image scrollable. Even if writing the css/div for this, no reason it would take more than an hour.
