Website database needed

I need a home page for my website for a language learning site to learn Chinese, I want something like the site [login to view URL] if you site up into the members area it has a lot of Web 2.0 features. You can make a personalized vocabulary list take tests etc. These are all features.

So this project has two parts:

The homepage

and the database membership section.

Give me a bid as well the amount of time needed to complete.
