A website for a scrabble community

Yes, scrabble enthusiasts here! We don’t need a scrabble website, it is more like a simple game to practice words with all 7 tiles you normally have when playing scrabble. It is called bingo. Bingo is a slang term used in scrabble for a play using all seven of the player's tiles. A player who does this receives 50 points in addition to what the word would normally score. What we need is a simple app (website) where players create an account (no personal details will be taken, so only to register a nickname and maybe some password recovery questions). After that a player can run a game, showing him 7 mixed letters in a row and they must create a correct word within a time limit. This will work like scrabble, players will move tiles between themselves until they find the correct combination and they move to another word. For every correct word they get a point. For example there will be a game with 10 words and they will have 30 seconds to complete each word. If they run out of time they move automatically onto next word. Same if they complete a word before the time limit. At the end of the game the system tells the players how many points they scored and adds it to their rank. Everyone starts with rank 0 next to their nickname. Admin should be able to: see a list of players and their ip addresses ban, cancel a ban or delete an account create games, any number of words per game, any time limit per word, any letters to be used (especially must work with eastern european alphabets, letters like ľ š č ť ž ý á í ô etc) set a language for each game (to tell the system in what language the current game is - read more to see why) edit all website texts Player should be able to: register a nickname, password recovery questions (we don’t want to collect any personal data, not even email addresses select a language they want to play in (if it is English, system will show them only English games, this is why Admin must select a language when creating a game, so English players will see only available games ENG1, ENG2 etc, Czech players CZ1, CZ2 etc choose to play any game in their language, but never the same game again (so a Czech player should see a list of CZ games created by admin and play them by any order but already played ones must be unavailable see a leaderboard, again only players from the same country There could be a subpage where players can leave messages, but not a forum, just a simple comments posting as we are looking for a cheap solution and admin must be in control of this too.
