Need a CMS/Wordpress template for a world of warcraft site

I need a CMS created from the layout below using wordpress. The buttons on top will be rollovers with color change on rollover and on depressing the button. The "alliance banner" area is where my content will go. With a scroll bar if the content is longer but at no time does the entire page scroll only the area over the banner. The footer will need links there from generic text, no image links so maybe CSS for that. I will provide the original .psd of the layout in the picture including all fonts and a list of all links for the footer, approx 15 links. I will require from you all code pages, original CSS and the modified .psd in addition to any images required to make the rollovers work. the website needs to be a fluid width the template looks like: [login to view URL]
