Wordpress simple plugin

I have a simple plugin i need making instantly. I want a simple wordpress plugin that prints a simple roullete style wheel on the page. Plain black and white. With win lose, win lose printed on each. User clicks the submit button. It spins with a win/lose result. 9 red segments. 10 black. Red is the winning colour. PHP random between 19 id's is fine. Assign each id a 0 or 1 in the db so we can adjust them later. Now add a user meta value of "balance" to wp user meta. For each roll made it deducts a config value (for test set to 500) from user meta value. If value already less than 500 then don't allow to play. Once roll is made. increase value if win or do nothing. As we already deducted before game. This a simple simple plugin. The only time consuming part is the css wheel and some sort of spinner. I will accept bids for anyone that can make the plugin today
