Hi. I have 8 years of experience in Embedded Systems design and have developed products based on ESP32 and ESP8266 for multiple clients. I can create the product as per your requirement. I suggest to use an existing MQTT protocol over WiFi to control the device over an Android application. In such way it will be possible to control the device from anywhere. There are many MQTT servers (Broker) which provide free service for small number of devices. Another option is to develop a web interface directly into ESP so that user can control the device without installing any app. But it can only be controlled inside the same WiFi network, not from remote locations.
