#C/.net Plugin Development

I originally posted this and selected a provider, but despite my attempts to contact him, he's ignored me. So need to repost this to meet my deadline. I ENCOURAGE ANYONE WHO PREVIOUSLY BID ON THIS PROJECT TO RE-BID. I am no longer able to contact you as I select this other guy! NEW PLUGIN PROJECT -- Need Beta Release by 3/20 I have C# form mockup to show you. Looking for someone to write the behind the scenes code to make it all work. Looking for the following: Written in C#, .NET 3.5 Must provide source during and upon project completion Project includes File manipulation, Web page interaction, Dial-up-Networking components, IP management (tracking, checking, etc). All configuration items to be stored in .XML file Not necessarily looking for lowest bid, but a tight budget is an issue. To give you what it plug-in is suppose to do... It must run as a .dll within a program I use. I can provide code examples and what routines/references/resources are necessary to work properly. I'm using Visual c# 2008. the big issues here are you need to be able to pull into the program all available dialup networking connections and control them -- dialing, disconnecting, and ensure they are disconnected, and reconnected. In addition monitoring IPs assigned, etc... for Notify options, must interface to send mail through configured email account/server. status information for those routines are available in an XML file -- Just have to pull the status out and act on it. Besides configuration -- when the program runs (it's called from with the base program during various stages. When it's connecting/disconnecting, etc.. a pop-up box with status information is necessary, and must go away on it's own with it is done with the process. must intergrate with my web/php Registration server. Passing data in the forum of a url and then act on the results displayed on website. is very simple... based on email address and PIN, a URL is called on the web, and a simple page is displayed in XML format... and will tell you if the registration is active, invalid, expired or blocked. It will also tell you if there is an udpate ot the program. Based on there being an update -- this program should download the new version of the .dll.... An updater .dll should probably be called to ensure that the new .dll being downloaded isn't in use.
