Function description:
The device is composed of a level sensor (ultrasonic sensor) and a temperature sensor. On the outside, a battery can be recharged itself using sunlight. The device is watertight and has of a tamper
of protection for the case of vandalism. Once a day the device should transmit via Sigfox the measurement level. The value obtained is transmitted to a server. This information can be managed according to the customer requirements (filling alarms, route to each collection area, statistical reports, etc).
Requirements:
Micro-controller and components should be compatible with Arduino.
The final product is the prototype in Arduino, the schematic and the gerbers for the PCBA.

We have been developing a similar device called “Thing-Tank” to help people to know water level in their home’s tank “remotely” i.e. without physically going to the tank.
Thing Tank consists of an advanced water proof electronic device called “Thing-Tank Node” installed inside the water tank. For the household there is a smart phone application that talks to its Thing Tank Node directly over home’s Wi-Fi network and gives household round the clock real time water level information. If there is no Wi-Fi network in home, Thing Tank Node automatically becomes a Wi-Fi Soft Access Point so that household can connect to it directly just like we connect to a Wi-Fi network. Therefore through this kind of setup there is literally ZERO running cost of service for us to offer and since it has no mechanical parts involved wear and tear is ZERO as well.

the major challenge here is the power consumption to stay alive, and effectively build an efficient cost effective solar charging system to allow enough power to send a message to Lora. I would also like to understand what is the GPS location of this installation, so that I know what is the available sunlight through the year.

I am interested in this work as this work exactly match match with my field and expertise. I can do your this work efficient way as I recently have done a very similar work of "Water level control and monitoring system". Only difference was their I was reading only water level using Ultrasonic sensors but not the temperature, and I used loraWAN for communication but your requirement is to use Sigfox. That would not be a big deal. Based on my related experience I can say I can do your work in fast and efficient way.
