I have in the past created themes for web apps using Backbone MVC. I am assuming your functionality for the app is already setup. If not I can help you there as well. I believe SASS - a ruby gem would suit pretty well for most types of webapps as it renders in CSS and is a better way to organize themes. However I would also recommend using some templates to create a responsive design.
