R, Python or similar coding to read large volume of regularly updated but static data and create a web-based dashboard

Project Description: I am looking for a skilled developer who can use R programming language to read a large volume of regularly updated but static data from local files and create a web-based dashboard. The data is time-stamped and most of the visualizations would therefore be on a time scale such as hour, day, week, etc. There are about 45 streams of data with these timestamps, with usually 2 columns only. Each stream belongs to certain locations and data generating-point categories and this would be used for filters and drop-downs. A couple of streams of data have about 7 columns and would be used as an underlay on all visualizations. In the dashboard, there should not be more than 4-6 total visualizations.
