Website Design - Elemental Manga - Fantasy Styled

I am looking for a fantasy styled website design for an elemental themed manga website. The website will be aimed at both children, Teenagers and adults with interest in fantasy games and stories and must reflect this design wise. The design must be made with a catchy top area with depth and characters from the story (will be provided in high quality), with two menu areas (one on each side of the main content area). Tableles div/css coding only that are W3c valid and optimized for use with recently released browsers in addition to versions dating back the MSIE 5. Each and every image must be made available in original format (vector, layered psd etc.) in addition to the version used for the website design. The design must come with reuseable buttons / images for menus with coding for mouse-over effects, input forms with matching designs and of course buttons.
