Building an online test portal (Django+bootstrap)

I am building an online test portal. I am building it in Django + Bootstrap, and need someone to code it along with me. Right now the requirement is not huge enough (~ 30-40 hours for an experienced Django programmer), but if things go well, there is a huge long term potential. As of now, the job is to get the basic app ready, fixing models and writing all the views for a custom administration page and user pages. I would prefer someone who has understanding of bootstrap and javascript too. BUT, I am willing to have someone to join me in this startup as co-founder/ CTO for a significant equity stake. If you are working, you don't have to quit your day job (at least until a significant funding round). You should preferably be in India (anywhere in India), and should be ready to take the ownership of all the development work, while I'll spend less time on coding, and focus all my energies on content and all other things.
