Can you please tell me what type of API you will be using for Data set ( IF ANY ) , Can you tell me the type of Server you have ? and of course what type of CRON it supports? After reading through your entire message I could conclude that what you are looking for is what we developers call ERP (Entity relationship Platform) . Basically , it's a platform that takes all the individual entities that you have mentioned like ( DRIVER, CUSTOMER, OPERATOR) and all the minor accounting parameters and binds them together through a RELATIONAL DATABASE, thus enabling you to manage everything from one dashboard. There is another aspect to it, i.e AUTOMATION. If you see the way you have explained your operational logistics, you will find several automated activities happening within the Database as one information is connected to a chain of information.
