Ruby on Rails developer needed for a household recycling website

I'm looking to build a hyper local site that will initially be used to as a hub for local community members to give away random items. Think of it as a cross between the [login to view URL] free section and freecycle.org. It would be user moderated, include a double-blind email system and allow pictures like craigslist but much more localized and offer users to receive emails of newly posted items like freecycle.org. Unlike both of them, it would have an easy to complete form that allows users to either upload their own product pictures or add a link to a photo hosted elsewhere. It would also list a Google map of the nearest cross streets (not the exact location for privacy). I have a designer and a usability person that are working on this project with me so you wouldn't have to worry so much about the look and feel.
