Well I'm doing JSOM pretty regularly for custom intranets/applications for various local clients, so from the description it should be just an hour or two of work. I can make it immediatelly and host it on my O365 so You can check the result. I would just need some internal names to make the script more in line with Your site.

Hi, I have worked on Sharepoint 2013 where the requirements were exactly the same. I had then used the OData protocol (RESTful) to query the List and then process the returning data onto a Javascript Grid. If you were to arrange for a RDC session, I could start off ASAP as currently, I do not have access to a reliable SP 2013 system. I do have an Azure account, but then provisioning the site etc may take more time than a simple RDC session. This should take me atmost 4 hours to test, develop and turn into a Javascript function that you can just call. Looking forward to working with you. Sincere Regards Vishnoo Rath

The requirement you have elaborated could easily be done using client side scripting. The proposed solution: - Front End: Custom HTML page - Back end data retrieval: CRUD operations will be used to retrieve data in services and can use Jquery objects to view the result on the front end. Based on the previous experience on projects and expert judgement, i suggest you to have all the js files and css store in the host site style library and site assets library. This will help you in future maintenance and will be nothing but an added advantage in the future as well. As per the requirement I can understand there is only one "Announcements" list from which we have to fetch the data and have to display in front end. Solution: i will be making a OData call with the filters to fetch the top 3 records as per the rules and then will be displayed in a grid.
