Need a Simple Android Application for my Community. -- 2

I need a simple Android Application for a specific community, without Post System (post, like, comment, share), no texting facilities as well. will need to register with mobile number, with basic details like Name, Number, Gender, Address, and their Role in the community. Will need Live location, or may be connect with Google Maps API, so that a person can reach to another's location. Need the Category section according to the role in community mostly 5-6 ( if dynamic, it's better). list of all the people should be displayed under their category and the similar category should not be visible in the dashboard. Need to restrict the outsiders/fake people from this app, so that only people from my community can be there. Please be authentic while placing your bid, I've already talked to a lot of freelancers, who are placing their bid very low and when I discussed with them they are changing the price nearly 10-11 times of their bids.
