Mobile APP for IOS and Andriod based on Google Maps.

PLEASE READ THE PROJECT BEFORE BIDDING ! I need to make myself an idea how much would such an app development cost. I am looking for a "PRICE TAG" here for an application that has to be built based on Google Maps. Application would use the GPS signal of the device and the DATA connection (3-4G as available). I need design (very simple , just a menu) and the app built. What the app should do : - App should display Google Maps at all times and the device location on the map. - App should display the moving speed of the device. - User should be able to ADD event on any given location on the map. For example traffic jam , police radar, point of interest for other people , or any other event type specified by developer. The event should be marked on the map with a DOT or other sign. User that adds the event should be able to insert a comment to the event. - ALL the other users of this app should be WARNED of this event type when they are closing on the are in the area (area should be predefined in the app , could be 2-10 miles or km). - ALL the other users should be able to CONFIRM or NEGATE the event type. - When other user click the DOT they should be able to see how many people have confirmed the event and how many negated the existence of the event and also see the initial comment. No other comments than the initial comment can be posted. - Users should be able to select alarm type based on the event. - App should be able to run in the background and send alerts while running in the background. (sonor alert + popup on screen with event type and description) - Event should EXPIRE and disappear if no other user has confirmed the Event within XX minutes. - IF the number of the users that negated the event is bigger than the number of user that acknowledged the event, the event should expire and disappear. All the data (alerts, messages etc.) will be kept on a central server on a SQL database. Other features : - Map should be able to zoom and rotate. - Alert sounds will be predefined by developer. PLEASE READ THE PROJECT BEFORE BIDDING ! IF you have NEVER developed an app DO NOT BID ! If you do not have portfolio with at least 1 previous developed app , DO NOT BID ! I need someone with good knowledge of windows and that understands what the requirements are, do NOT WASTE my time please. I will NOT send any milestone before I see some kind of progress. If the price and the bidders are not satisfactory I will close and re-post the project.
