Write an Android application

I operate a loan company that has collectors visiting the clients to collect repayment on a weekly basis, I would like the collectors to have an app on their mobile that gave them the clients name, address, phone number, loan amount, amount owed, arrears and settlement amount All this information to come from and to update a excel database that I control centrally. Finally if possible for the collectors app to be linked to an application form that I can supply that can be filled in with the client (only 4-5 data fields) that can be sent back to central office for electronic signature then emailed to the client.
