Facebook Application Required Urgently

I need a simple application that allows to create two groups. One to ask question and one who answers....like teachers and students....a student can ask a questions under certain categories and any teacher can answer...or a student can specifically write a question, put it in a general log or one specific to a specific teacher...in confidence...if student likes teachers advice...clicks a satisfcation button to give teacher a point/star... the real application deals on another topic but this is the principle..i should be able to add teachers from other profiles..people can apply to be/delete... teachers are to have a profile..and students.... students can send images to teachers too.. other things like a complete ad management system..for small banners..texts..etc to categories..etc...on by user profiles (select all, groups, some etx) people will be able to view questions and answers according to categories and top 15 (recent questions posted on top) without any names of teacher/student....this will go on main page of every one who installed application basic things should be incorporated when addin the application like get your friends to add the application..etc.. PLEASE BID IF YOU HAVE PREVIOUS PROVEN EXPERIENCE WITH GOOD ONGOING SUPPORT..MY BUDGET AROUND 250 BUT CAN ALTER IF WORK GOOD
