MMX and/or Assembly Optimization of C Code

We are looking for someone to provide an assembly source code, most likely using MMX extensions or similar, to boost the performance of the source code below. Applicants are asked to describe previous experience in this field, provide the source so it is embedded in a Visual C++ source code and can be compiled as such, and estimate the speed improvement factor that will be achieved.
