Oscommerce impulse item

I would like a pop window containing items on special added to my oscommerce website. Please see below for further info. The customer has browsed the products and has added the items that they want to their cart. Then at [login to view URL], just before they press 'submit' a list of the products in their cart is shown. At this point ([login to view URL]) I would like for a pop up window to come up (please see attached as an example). The pop window should set out a list of products that are available at a reduced price (an impulse purchase) for the customer to add to their cart. When the customer click 'buy now' for the impulse item, this product should then be added into the customer's cart with no additional shipping cost. So the [login to view URL] page should automatically refresh so that the impulse item shows in the list. Then they can go on to make their payment as usual. The list of products that the customer can choose from in the impulse item pop up window is to be part of admin - I would like the ability to add different products ot the impulse iten window and to be ale to change them every so often, or if you can make the products come up randomly then this would be even better.
