create flash drag and drop online soccer drill tool

I would like a flash program created that allows someone to set up soccer drills to their specifications. It would be a simple drag and drop situation where most of the symbols (soccer balls, cones, goals) are found on a legend on one side and can be placed anywhere on the actual field. The field background can be changed to various types. Also we should have the ability to draw dotted, curved and straight lines to signify certain happenings on the field. the final picture would be able to exported as a jpg or something for storage and also you can save the file to work on it later. I have attached an example picture of a program that already exists that allows this to happen already online.
