Secure server directory

Create a secure folder on my website accessible by UID and PW made by me. I want the simplest method. I want to extend my website by adding a login page which will allow a user to access a secure folder you will create. There will be very few users of this folder. I really don't mind how its done. The web hosting I have has PHP, SQL but I don't mind other solutions. I can not configure PHP, SQL etc but I want a secure folder separate from the website and not accessed from it. I want to upload files by ftp (Fetch). An attractive login page will be needed and It is only to be accessed from a link I will send to colleagues. Inside the secure folder I will manage an index page with links to html files for their viewing and comment. I want to create their log in ID and password . I will need to be able to delete or change passwords. I'm open to suggestions about the creation of this secure folder. I'm a newby so this must be simple to maintain.
