112563 Rotator Repair

We have a rotator build in php that rotates websites and it is not working correctly. It is supposed to rotate to customers in our database and subtract 1 from the total every rotation then go to the next person in rotation. It is subtracting 1 from 2 different records in the database on every 1 it delivers and we need that to be fixed. Please take a look at the attached code. This is the code that is causing the error somewhere. Please bid only if you can fix this in the next 12 hours.
