Transferring website over to easier formatted website

A nonprofit organization is in the process of transferring their website into a web-based format so it can be fully accessed from anywhere, and so it can easily be maintained by users with limited computer skills. I have already moved the bare bones of the website over to hosting at Go Daddy using their easy-to-use Website Tonight program. However, there are numerous pages that need to be transferred over still (maybe 50?). Most of the pages won't require much more than copying and pasting and a little bit of reformatting. These pages include a contribution form that will need to be reset up. If it would be easier to set up the site somewhere else using an easy program other than Website Tonite, that is easily manipulated by users with low computer proficiency and accessible to remote modification over the web, I am open to ideas, because the Website Tonite program is a little cumbersome. However, it is best to avoid any program that would mean some coding outside of regular website access - the folks who will be maintaining the website do not know PHP or backend databases. Please note that there is only authorization at this time to expend $500 maximum, so any bids must be $500 or less.
