Development of Theme Style Customization Module for Prestashop

I need a developer familiar with Prestshop module development to help me create a module that would enable shop owner customize the appearance of their themes on both the frontend and backend. The backend option shall include an option to turn off the style customization panel from appearing on the frontend.
