Database decoding

Have files from a database that I would like to get exported to sql or text files. These are the files here.? If someone can tell me the type of database and/or tool to export them, this is what I'm looking for. I'm looking for a tool to convert from this type of datbase to another like access or sql server. I appreciate all of the comments and bids, but if you are doing searches on the internet to try and find the solution, I've already done that and come up empty handed. Based on the responses, I'm assuming that there is no tool available. If you know of a tool, let me know. This is what I am interested in. If you would like to build me an application to scrape the data from the application, I can do that so it is not necessary. It is not a foxbase databse even though there is an "idx" file. I believe it to be a proprietary database, but thought perhaps someone, somewhere had created a tool to could export it. I don't want folks wasting time trying to create something. I'm looking for something that already exists. Thanks
