Forum with portal set up PHP(repost)

Gaming community forum with portal set up wanted, I have intermediate knowledge of HTML, php and Dreamweaver so I am fairly happy to maintain once live. It is a trading site for the Pokemon video game. The site currently exists as a phpBB2 forum but is growing and I wish to have the design, layout and content exactly as I want it. I would like to have a lot of creative control over the graphics side of the project so design skills for the chosen coder are irrelevant but being able to make the forum look and work as I want it is top priority. :::: To those who I've invited from the bid request I closed: Apologies for that, my needs changed considerably and only a forum/portal set up is needed now so please have a look through my updated brief and feel free to bid again if you're still interested. ::::: ## Deliverables The above is a very limited description of the project, I will discuss all details with you if you accept and expect a lot of IM communication between us for the duration of the project via MSN messenger where a log file will be kept and uploaded to RAC to comply with terms. I will be responsible for all design elements of the website and if need be can work alongside you as you build, providing logos/buttons etc most of which I have already designed or can provide placeholder images for. I will need the forum to be easily maintained and easy to re-customize in terms of themes. Elements I wish to include are (but not limited to): Search Polls Affiliates Scrolling on mouse over elements Highlighting on mouse over elements Animated buttons I will also need a coders help to get the finished forum online with advice on the best hosts etc so you will require knowledge of this.
