Automatic FTP in VB.net

We require a VB.Net program with FTP functionality, scheduler function (where I can set the days and time to upload or download files). Also the application must be able to verify if is connected to the internet, open and close a dial-up connection automatically. In addition, after downloading the files a function must be able to insert the data of each file in a MySQL table. I will supply you the database. This program MUST be automated and not require user input.
