Landing Page Site with ads surrounding page frames

Our customer needs the following type of site. The site to me looks like it made with frames many small frames from here on will be called ads and one large center frame from here on will be called landing page. The site should all be controlled by a main page from now on called controller page, the controller page should have the ability to add new ads and add new landing pages, the controller page should have the ability to add unlimited number of landing pages and ads. The controller page should be able to pull all the reports, click counts, time customers spend on page etc. The controller page should have the ability to run the same ads around the landing page or change them to match the content of the landing page while at the same time not effecting the ads around other landing pages. We would like it if the ads can be linked to many categories so there could also be a match ads with category for the landing page as another option so lets say the landing page is about weight lifting so that landing pages would be listed in the categories of men or women, fitness, body building, sports, supplements, etc this way there could be a matching option, but if you can do this there should also be a way to add more categories demographics etc. but there still should be the options to control the ads just by picking them. The site should have a credit card cart system but have it turned off for now. the site should have email, customer support contact and message system. You should provide training for the controller page and or any other parts of the site for 2 weeks at no extra charge. We will pay you in full when the site is complete, After your paid you will give us the site login and password.
