PHPFox Template/Theme Design

I am looking for a designer to design a template/theme for PHPfox. I have a mountain biking social network that I will be moving over to PHPfox. I have a person doing the mods etc but need someone to do the design. The design I have in mind is similar to this [login to view URL] in concept... let me explain. I would like a white background with Mountiain Bike Tyre marks on it (almost as if someone has ridden across the screen a few times). The content boxes of the site will have be in see through boxes so that you can still see the tyre marks behind the content. If possible I would like the background to be static and the contebt to scroll. i.e. I don't want the background and content to scroll together. If this isn't possible then I will have to accept the latter.
