Professional looking website

I am looking for a webpage that is clean, simple and a professional look of a professional services company. Except from the very important front page (home page) the webpage should consist of About Us, Contact Us and News pages. The News page should be dynamic in the sense that I should be able to update, add, and/or rewrite information on a regular basis. Further should the webpage also consist of a legal information page. All information will be provided for.  The main front page is to include a form (name, surname, etc., in total about six questions/choices) with the ability to upload two documents. This part should include a ReCaptcha function and a regular terms and conditions check-box, together with the final submit button. Further should the front page also consist of a counter counting the number of times different visitors have uploaded their information to me. It is essential that the user who have used the form to upload information to us are able to review and change that information at a later point of time, perhaps some account system where users can log on? The front page should otherwise only consist of some headings and/or phrases placed where they are suitable.  As the front page design are a very important feature of the project you as bidders are welcome to present demos of designs. Please be reminded that I am looking for a clean and professional looking design that can include what has above been mentioned. Bidders with sample designs, of course, will have a greater opportunity of winning the project in the end. No payment will be made under any circumstances until the project has been fully and successfully completed. For payment to be made must further the webpage have been successfully transferred to me and be fully operational.
