Redesign site into CMS (Joomla) with SMF integration

I have an existing site, which is basically an html site with a SMF forum. I need to relaunch the site into a new portal, so a CMS is required. I prefer Joomla. It should allow publishing news and articles easily. These news will be available on multiple categories. The budget for this project is $200~250 The news should allow the functionality for readers to publish comments. The admin can choose to moderate the comments or not from the back end. The existing forum needs to be integrated in the new CMS site (same header, footer and menu). Also, the extension needs to be changed from /shanghai into /forums. The site doesn't need to keep the same look as now. We leave it to programmer to provide a new theme for the site. Other sections needed in the new site, which can be done using the appropriate Joomla extensions, are: -A directory of sites for links -A poll on the home page (Can be changed from back end) -A simple classified section -A photo gallery -A simple online store (just to sell our t-shirt, where customers can pay using Paypal, nothing complicated) A feed of the latest classifieds and forums (5 items) will need to appear on the home page. All the sections should be sharing the same login. An ad banner place should be available on all pages for Adsense. SEO is important and the pages should have SEO-friendly page names. If you have worked on similar Joomla or news sites please provide an example.
