W2000 Server Bandwidth Limitation

We are in need of an experiences W2000 Admin. We have a W2000 with 5 Mbit/sec ... We would like to run 2 programs on the server a mailer software for our big maillinglist and our mailserver. But Bandwidth should be limitated so each program only uses 2,5mbit ... thanks efp
