webbased monitoring of remote GPS/GSM-GPRS devices in wildlife

I am looking for a script (cgi or ASP or ?) on a remote server to communicate with a GPS receiver that is integrated with a GSM/GPRS modem with TCP/IP stack. Here is what I want. For our research project we want to monitor wolves and lynxes which wear collars in wich such GPS GSM/GPRS device with TCP/IP stack are present. In the area where the animals live there is a good mobile network (GSM/GPRS compatability). We want our researchers to monitor the study animals from a client PC connected to the internet. They have to login in to a secured webportal and get connected to a remote server which has to run some magic script that makes an internet based connection of the server with the device inside the collar of the study animals. A message has to be send to this device to order the GPS receiver to pinpoint its location (such AT based messages are short and already available). The NMEA data string from the GPS receiver then has to be fetched, stored as some kind of a text file and send back to the server running the script. The script will then process the raw data and produces webpages on the client's PC with specific GPS data and a URL that can be clicked to show a map of the location of the animal. Ofcourse these data should be stored in a database on the server as well. In case the animal to be monitored is undergound and GPS fixes are not possible, the locationing of the device should be done with some kind of (less accurate) GSM Cell ID technology. So then the system should switch from GPS positioning to cell id positioning.
