build a super small webpage and\or app

having a simple interface that i can add names of people, each person will have their own line. and the columns will represent a days of the month. i have uploaded a sketcfh for the table that will represent the calendar view. if you have better suggestions please feel free to offer them. in the interface where i add names of people, i will be able to add the number of days of the month i'm choosing and the month i want to have displayed. i will send those persons a link for the user interface as you see in the image, and on their own line where they click, there will be a nice graphic V basic design, no need in permissions but having the admin part which is super small when i delete a person, all their marks will be removed as well. and i should have a main reset for the entire month the entire admin interface and the user will need to be for mobile. so there will need to be a way to show the table width by scrolling to the sides while the left names column will be fixed. please state how much it will cost to have this as an android and IOS app
