I need a PHP developer who has some experience on Magento in creating plugin

I have a Magento Plugin which supports up to version 1.9 but since now they have come up with 2.2 version, my plugin doesn't support. Background: The goal of this plugin is to provide accurate real-time shipping rates through our shipping widget which is available to customers through the shopping cart. Once customers add a product to their cart and view it, they will see a place where they can enter their location information, once done, they click “Get Shipping Rate” in order to send an API call requesting rates from multiple carriers through eShipper, using the vendor’s set default address as the SHIP FROM and the customer’s entered address as the SHIP TO. When the rate is returned, and the user chooses their shipping method, the price of the shipping method is tacked onto the Cart Total and is charged to the customer at the time. The vendor will be charged after logging into eShipper and creating the actual shipment. But since Magento has come up with new version, therefor, any new our/Magento customers who join us cannot install the plugin on their webstore. Objective: You need to upgrade this plugin to support the latest version of Magento webstores. You may preserve the code as-is whilst simply updating the plugin to meet requirements for Magento 2.2.x.
