Hello sir, I'm a 3rd year university student in a reputed university. YES, i'm a bit new to freelancer. but not to experienced developer. I have done several projects using social media APIs(twitter,instagram,facebook etc), Also in freelancer(please look my reviews) if you need i can explain about the projects that i have done using social media APIs. to access twitter API we need to get a access tokens. (4 keys) also there some limitations on api(after update) maximum 15 calls per 15min, for user timeline maximum 180 calls per 15min for tweet queries API will respond in json format, then we have to parse and display on our interfaces. according to my understanding about your project what i need to do is to implements windows application which is able to fetch and display tweets (related to user(s) / hash tags) this can be done using PHP. if you are interested, please let me know thank you, have a nice day.
