Hello, I am a developer with more than 12 years of experience with Visual Studio and C#. I already made a few tests of the Windows API and am able to create a required application including the licensing part. The colour can be changed either using the colour profile or using the Windows API. The brightness can be changed using the Windows API and must be supported by the graphics hardware. This means that the option to change the brightness may not be possible sometimes, but I am sure that most of newer computers should support this feature. This feature can be detected programmatically. The source code would be provided as well. I am ready to start immediatelly. If you have any questions, please contact me.
