Hi, I can develop .NET console application that can send email as per your required format to the recipients. What we can do is setup a google gmail account and configure that account to send email if you don't have an email server. I have enough experience in c# and already almost same development for once of my client .The task was to send email to each employee in a company while some event happening in the company , it was part of the HR application. For your case , I can provide very easy user friendly interface so that you can enter the email ID and just click one button to end the complete content and the attachment. Even you can keep all the history details and later if you decide to send the email to the group again you can details this history . The contact details can be categorised to multiple groups and this group can be useful to easily select the group user to send the email together .

I had already implemented before . The application is windows desktop (exe) . you can setup your own SMTP configuration and number of emails per minute . Import bulk emails with note text file or excel file . please note that the blocking issue is not fully 100% manageable . It depends on the domain that you use to send email , contents of email and number of email you send .
