SEO link promotion

I am looking for a 1 year commitment from a responsible person who can provide an average of 1-2 quality links a week (4-8 every month - spread out evenly on a weekly basis). Links must be on PR2 to PR6 pages (or above), and be related to our site content and keyword themes. At least six PR5 links and two PR6 links. Links should be from a broad range of sources: blogs, articles, directories, and related websites (we will provide the articles). All white/grey hat SEO only. No frames, under contstruction sites, etc.. For the first month I want to approve the links before they are submitted. Payment will be on a monthly basis, and extend for 1 full year so long as approved links are established.
