Talented Graphic Designer needed for periodic work

We are looking for a good, talented graphic designer with extensive Photoshop or Illustrator knowledge and who can work with photos specifically. We are a photo studio with a series of websites that will require elegant, highly-stylized and attractive web graphics that are based on our photographs, so being able to integrate existing, highly-stylized photos into the graphic work is very important. Furthermore, having the knowledge to incorporate those graphics into a website (for instance, building a new website splash page) is also required. We are looking to hire someone not just for one project or for one design, but to have someone to work with consistently on a number of projects over time as needed. Above all, the person or firm that we hire must be reliable, be able to meet deadlines and also be REACHABLE during normal business hours, or at least be able to return calls and emails within a reasonable time frame. We've had too many experiences with freelancers who turn out to be complete flakes who promise the world, commence work and then disappear without completing it, or who start strong and then do a half-assed job or don't return calls or emails for weeks on end. We DEMAND professionalism on this (which includes not only timeliness, but also discretion and confidentiality) as we hope that whoever we hire will be someone we can work with repeatedly for a long time to come. We are setting the bid at over $3000.00 because we are looking to find someone to do multiple jobs as needed, so rather than low-ball with a per-bid job budget range, we're putting it up over the $3000.00 mark as we will surely be paying that much and more over time. Please note that this is NOT a per-job estimate. We are ideally looking to do jobs in the range of around $100 - $300 per, but it will be a large series of them that will add up over time. An example might be building a single splash page for a website, at say $100 - $200 per site, for several websites. Or building a series of dozen "header" graphics to go at the top of the webpages on the site, at $25 - $50 each. Hopefully this gets the idea across.
