Need Complete Website Design & SEO proposal

I am looking to develop lead capture pages for a home based business opportunity. We need a company that can plan and execute a full Internet Marketing Strategy. We need a whole package SEO SEM Link Building, Viral, etc. We need to increase traffic and conversation rate. Our target demographic are individuals located in the United States and Canada. I would like to focus mainly on Canada but US is fine for the time being. I am looking for someone that can take this from start to beginning, i.e. do web design and the whole marketing program. Again this project is designed to generate quality leads for my business. Person doing the marketing must be familiar with social marketing websites, SEO, be able to write blogs and post on forums to generate real quality traffic. Please include total cost that you are looking for as well. 50% of payment will be made after project is completed, remaining 50% of payment will be paid 14 days after so that i can see how effective the marketing techniques are.
