WORD with background picture needs fill-in fields where can tab from one field to the next pretty much in order.

I have a form that I have scanned into Word as a picture. I have set the picture to BACKGROUND. After that I put in "text boxes" in the places where I needed to be able to enter data over the picture. When I placed textbooks where I wanted them, thought it was going to work. Unfortunately, once I type in the first text box and hit TAB (to go to the next text box), it only tabs several times in the same box and never goes to the "next" box! So, perhaps these need to be removed and instead, use a "field?" If so, I need someone to tell me how to do this. I am attaching what I have done and as you can see, I first entered text boxes....then "within" those text boxes I went to DEVELOPER to try to enter "content control" (which I thought might solve my problem. I was unable to enter "content control" without something there to capture it (which is why I kept the text boxes there). Please advise on this. I need this project completed tomorrow! I also placed several WORDS from WORDART over the picture permanently and these are fine - the words Midwest, 845.5, 11051388, Allen Backflow, Brian L. Dunsha, BPAT-01495, and 02/28/2013. All of those need to stay. The text boxes should NOT have SHAPE OUTLINE.....however, these CAN show as long as we can print the forms WITHOUT the lines showing. If that is not possible, the SHAPE OUTLINE should be set to where it does NOT show. HELP! I will have other forms I will need to do similarly so I need to find a way to design this so I need help with instructions on this as well. This form is one that we want to be used as a TEMPLATE and I also need to know if there is a way to save the DATA that we put into it.
