It depends largely on the size of the program and what functions it is performing. Can you summarize the program functionality? E.g., what peripherals does it use - UART / ADC / SPI / etc.? If it is a simple program - and the requirements can be outlined clearly - it may be more expedient to re-write the program from scratch. If you can send the HEX file I will have a quick look.

Yes, it's possible to some extent. HEX files can be converted to raw binary files, which then can be disassembled. A human can read the disassembled code and write C code based off that. With this, *some* recovery of the original C source code is possible, but not full recovery. The original variable names are function names are lost, but this might not be a major problem because the human writing the C code can reason about the code and give new names to the variables.
